We charge on the 1st of the calendar month for that month's upcoming usage. We always charge immediately upon upgrade, but pro-rate the charge based on the day of the month. So, if you upgrade to Pro ($19) halfway through the month, your charge will be $9.50, then on the 1st of the next month, you'll be charged $19.
Your current plan stays active through the end of the calendar month. The lower or free tier starts on the 1st of the next month. So, if you downgrade to free on the 15th, you won't be charged again.
